Councillors of the CPDM run "New Look" Mbengwi Council as rebaptized by the mayor have met for the first time ever since being elected on February 9 2020 for an administrative account session. In his welcome address, Mayor Ndangsa Kennedy Akam requested that powers be given him to buy a seven ton tipper for refuse disposal and to recruit two domestic servants to assist him at home as stipulated by law.

He went on to preach peace and development. "Voted as mayor, I alone cannot change Mbengwi municipality. We need a collective dream... We need to stand up at our little corners to talk peace... acknowledging that peace and security form the basis of meaningful development " Ndangsa told his collaborators. Being the very first of such a session, certain provisions on the agenda like presentation of committee reports and election of pro tem chair were suppressed.
After presenting the 2019 draft administrative account, it was thus adopted to stand at 501.072.451frs CFA giving a surplus of revenue over expenditure of 110.320.744frs. Going by budgetary and administrative nomenclatures, most of the councillors being anew had very little contributions to make, reason why it was a calm council session compared to the past when the council was shared between the ruling CPDM and the opposition SDF.

After having keenly followed the proceedings as supervisory authority, the Senior Divisional Officer for Momo, Fouda Etaba Nicaise revealed that based on the new decentralization law, 15% of the state budget goes to councils but warned that it's not meant for the wellbeing of councillors and their families but the entire municipality. He tasked them to get acquainted with Law No. 2019/024 of December 24th 2019 that should be their guiding principle.
To make their "New Look" mandate a remarkable one, Fouda Nicaise challenged the mayor and his councillors to ensure the population feels changes through the provision of street lights, maintenance of rural and urban roads, regular payment of council workers, clearing of the town towards urbanisation, support to education and health and the reactivation of monthly clean up campaigns.

While closing the session, mayor Ndangsa castigated the breeding phenomenon of gossiping and camping within councillors. "Good a thing we are one party, so should be one camp" were his words. He also called for respect of party discipline and hierarchy. To get the new councillors familiarise themselves with their functions, he announced that a training workshop shall be organised in June for them.
On the day of his election, the new mayor pledged to prioritize school resumption and return to peace in his municipality. In this light, he called on the councillors to get ready to support school resumption through negotiations when the time comes at least for community schools to function if the worst comes to the worst.

Present at the 2019 administrative account session of the Mbengwi council was the Member of Parliament for Momo East constituency, Hon. Injoh Foo Ngang Prodencia and the fon of Mbengwi H.R.H Njokem Awah. One of the major changes noticed during the session was the availability of a sound system, recently bought and already being put to use by the council
As defined by the municipal treasurer, Gwang Willibroad, an Administrative Account is a document that summarizes an honest transaction that took place within a financial year, that is, balance sheet of actual revenue collected from local sources, state transfers and international donations and a corresponding expenditure committed. It is presented by the mayor while a management account is presented by the municipal treasurer and according to principles, the two accounts must balance.
